DNS Query Logging

Anyone know how to turn on query logging for the DNS on Mac OSX 10.3.4 Server?

I found that I need to use "rndc querylog" but when I try that as root, I get 'connection refused'. I don't see any thing in the Server Admin GUI except for a message that says "query logging: off".
