Why does your 10-year-old brother have an administrative account?
This is not an excuse. The Mac is a multi-user operating system. Every user on your system should have his or her own account. Any administrative user can change the privilege level of any account at any time. If your brother uses an administrative account, then it is impossible to limit what he can do on it.
Although few users follow them, best-practices principles dictate that administrative accounts should only be used to administer the system. Day-to-day activities should be done using standard accounts. Your 10-year-old brother should be on a managed account with parental controls enabled.
