Custom Keyboard Menu

Hi everybody,
One of my users has finally decided to switch to Mac OS X, now that 10.2 is out and after alot of pressure from my side. She is a teacher i Russian and she has been using a customized version of the russian keyboard under Mac OS 9. Now that she wants to switch to 10.2 she needs to use this keyboard in Mac OS X too otherwise her documents will appear differently and she has got used to her old russian keyboard during her more than 10 years of teaching.

Is there any way to use keyboards from OS 9 in X?
Is there a possiblity to perhaps modify a keyboard in X?

I guess Apple won't help me with this if I call them.
