sshd_config seems to be ignored

I have a G4 Mac with OS X 10.4 that I connect to via ssh. I have edited /etc/sshd_config to only accept type 2 pubkey authentication (no keyboard-interactive, etc). However, I've noticed that I can still login with keyboard-interaction and password authentication. sshd is being launched by launchd using 'sshd-keygen-wrapper' which in turn launches 'sshd -i'. Any ideas on why this would ignore my /etc/sshd_config file?
