It is full featured and it only runs on top of Aqua. Your question assumes these things are mutually exclusive which they are not  Now if you would like to run X11 without Aqua you can use XDarwin which I believe can run without Aqua. As I understand it though it is slower and does not have as good 3d acceleration. -Eric
