(1) Could you give us more details on your machine ? On which OS do you try to install Tiger ? Do you install RAM boards ? Do you use an USB DSL modem ?
(2) Can I suggest you to first try to repair permissions on your machine as described here:

I have a G-4 Mac Quicksilver. At someones suggestion, I removed a 256 Ram stick and installed a new one with 512. I was using Panther when I upgraded to Tiger. I do have a USB DSL modem supplied by Brighthouse Communications. I have repaired all permissions and am running Macaroni.

Frequent KP can be due to defective RAM.
Could you re-install the 256 Mb board and see if you can run Tiger ?
