My PC is with ATX tower, but when I format it, it can't shut down automat. What wrong with it?

I need more information. Please answer the following questions and any that you don't understand, tell me and I will try to explain them

1. You said you formatted...was this the C drive?
If yes to #1, continue, otherwise skip to #5
2. What OS did you have on it before? (including version #)
3. Why did you format it?
4. What type of system recovery did you do if any?

5. When you say 'can't shut down automatically', does this mean that the machine doesnt shut off itself, you have to manually press the power button?
If yes to #5, continue, otherwise skip to #7
6. Does the screen come up that says "It is now safe to turn off your computer" or something similar?
