Can anyone tell me why placing a 1-2 meg jpg in an illustrator file creates a HUGE(25-30 meg) document size?

Well, jpgs are actually compressed files by nature so a 1-2 MB jpg will actually be larger than that when opened, depending on what the resolution of the file is set to. I'd venture to bet that file is CMYK 300dpi maybe? If not, then it's probably got a large screen area.
Let me know if we're getting close…
Illustrator treats objects as fully editable and moveable and so leaves room in the document, built in, for you to make edits to the image (resizing mostly) and in CS there's more integration with photoshop so there's some cross-functionality being saved in your file as well.
So why are you placing jpgs in illustrator?

Thanks so much for the info. It's been a practice at my office to create various documents in illustrator, mostly because many people here are unaccustomed to using page layout programs (this is not a design studio). I'm trying to persuade them to buy multiple copies of CS so everyone can start using InDesign and we can cut the file sizes down.

It's no problem! If you want to send documents out to people in your company, you can save your docs out as pdf (make sure they are pdf/X-1a format--it's ISO 9001 certified) and your files will get a lot smaller.
