I have a DA with processor 466mH, board number 820-1175-A and just got a 733mH board 820-1314-A. Mount seems identical, but no nothing when I plugged it in and hit START. Should it work? I was told it was from a DA. Does it need power? the screws are the same.

The only other G4 with a 733 is the newer model called the Quicksilver, but the mounts are nothing alike. If yours screws right in. then it should be right. Did you press the reset button? Does anything at all happen when you press the power button? If you put the old processor back in, does that still boot OK?
If you get nothing from the faster processor, then it may be a had one.
