everytime I boot up on Tiger I get a message that the tool "dmnotifyd" wants access to my keychain to run it's application. What is this? How can I get rid of it?

dmnotifyd (dot-mac-notify-daemon) is a UNIX "daemon" (sort of a startup application that runs behind the graphical side of Mac OS X) that is part of Apple's .Mac system.
If you have a .Mac account, you can safely allow it access to the Keychain (the prompt may go away that way). If not, I'm currently trying to find an easy way to get rid of this login attempt to the .Mac service (assuming you are not too keen on manipulating UNIX and Mac OS X system files and preferences).
Alternatively, you can subscribe to a trial .Mac account; it doesn't hurt to have one and once the process is once completed, the daemon may be happy and stop asking stoopid questions ;-)
If the problem persists, I will need to know if (and only if) you have a .Mac account or not (or maybe you started to sing up for one but canceled). Then we can delete the right files if still necessary.
