My computer screen has suddenly started showing strange characters in some programs. It appears to be the Font
Helvetica Fractions.
In Mail I was able to change the font to a reconizable one. In Safari I was also able to change it.
However in some help menues it still shows up. Is there some way to set the "default" font on OSX Tiger?

Howdy
I had this same problem a while back. I think the solution was to deactivate Helvetica Fractions in FontBook (app in OS X apps).
Let me know if turning off Fractions helps.
