After I installed Jaguar OSX I cannot access Appleworks or any of my old applications.

My name is Cheryl and I will be assisting you. When you installed Jaguar, what method of installation did you select - Upgrade, Archive or clean install?
Were all your applications such as AppleWorks installed in the Applications folder? This is important as that is where the system is looking for those programs.

Yes all apps. were in folder of old system 9.something. then I bought OSX and installed from new CD 10.2.8....
I know it's older version, but then I didn't use my Mac for a long time and now I'm trying to get some life back into it.

Those OS 9 programs will not work in OS X unless you kept OS 9 installed. It sounds crazy, but OS 9 and OS X can live on the same drive.
Click twice on the hard drive icon, then go to the View menu and select by list. this will make things easier to find folders.
Do you have System Folder with a 9 on the folder icon?
Do you have an Applications (Mac OS 9) ?
This is important because if you do, I can help you set up to use Classic.
If not, you will not be able to open those older programs.
You will need to get AppleWorks for OS X. Just to double check, open the Applications folder and check to see what programs you do have installed.
TextEdit will open any documents. Preview will open any images. Safari is the browser and Mail is your email program.

I don't have system 9 anymore in the HD. I still have the old system CDs though. I wonder if I can just install the applications?

Did you just trash the OS 9 folder, or did you do a clean install of Jaguar wiping the drive clean?
If you wiped the drive clean, you can install OS 9, if you installed the OS 9 drivers when you install Jaguar.
If you just trashed the OS 9 System folder, then you can start up with the CD and install without a problem.
If you do not have Applications (Mac OS 9) on the drive, then you also have to install the applications like AppleWorks.

I think I did a clean install of Jaguar.
If I just pick out the apps I want do I still have to install 9 ?
And how do we jockey between both systems if I have both installed?

First, let me explain a few things. I do not want to confuse you, if I do, let me know.
OS X is a totally different operating system. You need programs made for OS X. Appleworks for OS X will open all your old documents. None of the programs you had in OS 9 will run on OS X.
The uniqueness of OS X is that it will allow you to have OS 9 installed on the same drive and the older machines can start up in either one. That is you have a choice of starting in OS 9 or in OS X. The new models do not allow this.
The other cool thing is that there is what we call Classic. Classic is an emulator. That is, it tricks the computer into thinking it is running OS 9. To have that you have to have OS 9 installed and all your programs for OS 9 installed as well.
You can start up with the OS 9 CD and follow the prompts. After restart, you need to install your programs. Make sure you install them in the Applications(MacOS 9) folder.
Now you will have the choice of starting in OS 9 or OS X from the Startup Disk panel in System Preferences>Startup Panel. Or in OS 9 - Apple Menu>Control Panels>Startup Disk.
To run Classic for the first time, go to System Preferences>Classic. Then you can open just about any OS 9 program.
