I would like to display the list of Workgroup users on the clients of my Tiger server. Normally the user has to supply a username and password, but I would like the user to click his/her name and then just supply the password. Is this possible ?
Also is it possible for the clients to display the Open Directory Acounts only not the local accounts ?

For the list of users to be displayed, the account has to exist locally. So if you are authenticating against your OD server, then the users will need to enter their name/password. If the accounts do live locally, then you set it in System Preferences -> Accounts -> Login Options
There used to be a trick to hide accounts on the local hard drive from appearing- I haven't tried it under 10.4 however. It was to use NetInfo to change the UID to something less than 500. You'll need to change the owner of the home directory after to match however or your local admin user won't have write access to his home directory. If you don't understand this paragraph, please don't try it as you can really screw things up. However, your email above suggests you understand accounts so I'm offereing it.
