I need to be able to turn the built-in Air Port card on my new iMac G5 with Tiger. I use a wired LAN connection within my house but have a dedicated 802.11g link to my neighbor. Whenever the iMac is turned on the wireless link throughput drops by half or worse.
I work with and support computers -- Windows, Unix, Linux and even a few real-time controllers -- so I know the basics and more. I just can't seem to find any mechanism in the MacOS to control the devices at this level
Click on the Airport icon in the menu bar. Choose 'AirPort Off'

If you don't want the Airport to come up at all, then open the Network pref pane, click 'Show' and uncheck the box next to AirPort. If you only use the Ethernet, then click-drag the items in this list until Built-in Ethernet is at the top of the list. (Can make slightly faster boots as it sets up the network services) When done, click the 'Apply Now' button, and that should do it...

Is there any documentation or help you could point me to that would help me discover these things on my own? Or, does it just take at ton of experience.

There is a huge supply of info in your Mac Help menu. For example, just open Help, and type in 'turn off Airport', and the answer to your question comes up.
books like "The missing manual for OS X" or the Little black book for Macintosh, is a good start.
