i used DMGConverter to split my Leopard install DVD so i can burn it onto two DVDs however now having done so Toast cant verify the image and Mac OS X opens iTunes upon clicking the DMG image

The Leopard installer is designed to be on a dual-layer DVD.
Likely the split image leaves you with one that is not bootable (which doesn't help you at all), or simply that the split is not usable as an install...
That "new" eMac can certainly have a dual-layer DVD burner installed - less than $30, too...

i installed a Dual Layer DVD Drive in it the problem is i dont have Dual Layer Discs and they cost 3x the amount of a normal DVD

This would be your opportunity to try that out, then.

Here's another choice:
Forget burning Leopard to an optical disk.
Make a partition on an external hard drive, 8 GB is ideal.
Use Disk Utility, and restore that Leopard installer .dmg to that hard drive partition. Then, you can boot to that partition to install Leopard. It will be significantly faster to install, too.

Of course, that's all assuming that you have an external drive with FireWire.
