Why not get Gimp itself? It is a nice graphics program. It has a lot more drawing tools than Seashore does. Granted, it does need X11, but that is not hard to install and the ability to use additional tools that require it is worth it.

I tend to use ToyViewer for most basic image editing stuff that doesn't require Photoshop's horse power. Unlike GraphicConverter, ToyViewer is free. You need to convert the photo (probably in JPEG format) into PICT. Then you can drag your image into a Word document. GraphicConverter will do this for you.

MacOS X icons can be created with just about any raster graphics application that produces standard format files. A MacOS X icon file has extension *.icns. Photoshop is a favorite of professional software developers. This format is explicitly supported by GraphicConverter. GC also supports Windows icon files.
