Date & Time for non-admin users

Here is my situation:
I have 350 student users on laptops, all of which are set up as non-administrative users on their computers. Things are working fine, except that the user can not adjust the Date & Time on their computer without an admin password. I set up the master machine to use a network time server, and all the subsequent "clones" are also checked to use a time server, but the time will not update without clicking "Update Now" and you need admin password. So, I was messing around and tried putting the DateAndTime.prefpane into the student Library, also giving it r/w access for that user. No luck there. So I would like to know if there is a way to unlock the Date and Time preference pane, while leaving the others locked.

I also considered making a cron job to sync ntpdate every hour or so, but I a big dummy when it comes to editing crontabs.
I alos considered a login script that syncs ntpdate. I just simply can't figure it out. Any help is much appreciated.
