Most likely a PSU issue is causing the problem, very easily fixed. I am unaware of anything else that might cause the problem, although PMU battery might be to blame also.

No hard Drive
ATI Radeon 9500 Pro 128 Mb Graphics Card VGA+DVI+SD
USB 2.0 PCI card with 4+1 USB ports, although one doesn't work.
Gigabit Ethernet
16x Dual Layer DVD+/-RW
