Well, I've been trying to delete it as the superuser so the permissions shouldn't matter. I changed the permissions on the alias to 777 as you suggested but it still won't delete.

I haven't found the cause yet but I found a fix that eliminates rebooting.
Save or close all open documents.
Press Command-Option-Esc to force quit applications, choose Finder and click relaunch. Confirm relaunch of Finder.
This worked for me in the limited testing I did.

How do I delete Group Folders in Workgroup Manager? We have some obsolete shares that I want to delete. When I select the folder I want to delete the delete option is greyed-out.

Change the permissions on the Quark application folder so that all users have r/w permission.
In my experience this happens when you install it by copying the Quark application folder to a different drive.

Our network admin found a setting in the DNS server regarding what clients are allowed to update entries. This is apparently different than allowing both secure and unsecure updates. After he changed the setting everything is working normally.
