The fix is strange. I noticed when I went to file-open in excel the first part of the files listed(recently opened) start with "no name" as there location. The only thing I could think of is my Disk icon on my desk top is Named "" nothing basically so I added a name and Everything works. Crazy!

I mean Permission not privileges with disk utility I did the it from my hard drive and not the disk
