iTunes will only 'sell' music from the store in the country where the card is registered, regardless of the card owner's name or nationality. ie. before the launch of the UK store lot's of people with US credit cards (expats and UK citizens) were able to buy music from the US music store.

Have you fully deleted all the stuff from the old install of Palm desktop? Try searching for 'HotSync' and 'Palm' and deleting all that you find. Then try installing the software again. If that doesn't work you could always try missing sync - it's a heck of a lot better than Palm Desktop...

Is your software for the iPod fully up to date? Sometimes the Finder can take up RAM, CPU and disk access time that would be put to better use in the applications you're actually using. I do this occasionally when I need a bit more oomph on my G4 in Logic.
