    By "access any other Powerbook folders/files via the Windows PC" do you mean you can access certain folders and want to access others? If so, then try SharePoints. If you can't access the mac at all: 1. does Ping work? 2. are the computers in the same "workgroup"? 3. did you search for your macs...

    The only way is to emulate an x86 system on your mac (i.e. with VirtualPC) and run msn on a winxp installation. There is no native macosx program that will be able to deal with msn video yet.

    A repair place won't make sense, since your finder works fine with the remaining accounts. It seems to be an account-specific problem. Did you repair disk permissions? Did you setup a new useraccount and move the files?
