Do you mean single-user mode (hold Cmd-S at startup)? Verbose mode is the same as normal startup, except it shows white text on a black background instead of the pretty Aqua loading bar (reminiscient of Windows 95-age computers). Single-user mode boots to a command prompt.

You can get a PCI card, it doesn't have to be AGP, but it won't be quite as fast. Can you show us a picture of the computer and/or system profiler? I'm confused as to why a G4 tower identifies itself as a G3... unless this was a misprint?

iPulse is cool, but it only shows a graphic representation of your network, RAM, CPU, hard drive, etc. usage... not the currently running processes.
