I'm not that good with computers, so can you explain how I set up a sharing folder on the PC and how to access it from my mac?

I am currently using a powerbook g4 with osx 10.3.9... but i need a new computer and I can't afford a new mac. So I had to go back to PC. I purchased a Toshiba laptop and now I need to move all my files and stuff on to my new computer. What is the best way to do this? I bought a Hammer Space...
