no it does not even come up on the desktop.. does that mean the disk is bad

Hi.. I need some help. I have the OS10.3.4 software and I am tryingto update my home machine with OS9.1 to OS10.3.4. They told me to hold down the C button when I insert the disk but it cannot be read. I cant seem to load it. Do I need a later version of 9 to update... Can anybody...
