Thanks to Cheryl for pointing out that the drive must physically be in the Master position in the drive chain in order to restart the computer. My startup drive which was giving me fits was in the physical slave postion, moving it in the drive sled to the master postion solved the problem...

Convoluted solution: Set chosen Startup Time, leave window unlocked, switch from Schedule tab to Sleep tab, then close System Preferences window. Following this protocol the chosen Startup Time perseveres. I'd certainly like to discover and replace whatever corrupt file is causing this...
