I had the same problem upgrading from fink0.1.x to 0.2. I found a server that had the old version of dpkg. It's at http://ftp.uevora.pt/pub/linux/debian/project/dpkg/ I downloaded the 1.8.3.1 version, moved it to /sw/src/ and reran ./bootstrap.sh. Things worked fine. Good luck. - Rob
