What is the best way to format a cad drawing so it is at the lowest resolution without it getting too pixilated?

I am in Fruit Menu in Sytem Preferences on 10.4 and it seems to be frozen on the Hot Key combination option. I can only minimize the window and I can't restat my computer because it keeps saying to quit system preferences first. Then it loops back and won't allow me quit to restart- help?
