I have a similar problem. Icons placed near the dock often jump in 1 'column'. Icons on the upper left (top row, 1-2 columns in from left) jump somewhere. Annoying. When I logout/in. I usually get control of most placement again -- at least for awhile. No idea as to triggers, however...
