I can't see recent iPhoto Albums when I go to Desktop & Screensaver/Choose Folder and navigate to Pictures > iPhoto Library > Albums. The new albums ARE listed in the left column bottom portion (under Library), but then the "change picture" option is grayed out. The new albums are not listed...
