56k Fax Modem Adapter

I am trying to set up a fax line at my office using a mac mini and a 56k modem adapter. For some reason, I am having a hard time getting that 56k modem adapter to work. Would having a digital fax line cause this problem?

If that's the case, then what kind of phone to usb adapter should I use to connect a digital fax line to the mac-mini?
