A flashing question mark appears when I start up

Can some one help me Please I am new to Mac I just brought a P-Mac G4 for $600 runinng OS X tiger and A flashing question mark appears when I start Up my computer I tried everything apple has for this problem but nothing is working Does OS X have a Restore CD Like windows XP? My computer didnt come with any Disk can some one help me with this problem
 
This means that it cannot find a system to boot from. Try pressing the option key on startup. I'd contact the seller, at the least you'll need to buy a copy of OS X. (10.3 or 10.4, full retail versions)
 
I pressed the option key on startup and i see a screen wit two arrows what do i do now ?
If no bootup drives are found, then you need to install an OS. It's also possible that the hard drive is broken, and the system cannot boot from a broken hard drive.

Does your computer eventually start up after the question mark appears? Mine used to do that for 15-20 minutes, but if I walked away and came back my login screen was up.
If so, once you're up go to System Prefernces/Startup Disk and make sure that your OS is selected. It sounds like it's trying to start up with a network volume. Let me know.
