Accept cookies 'never' but still get them

Hi,
I was cleaning out unneeded files when I found thousands of cookies in Safari despite setting it to never receive them - so much that I clawed back a surprising amount of space!
Am I missing something obvious? As with my other post today (re unchecking allow location detection not stopping google from locating me), it's no biggie in the grand scheme of things. It just raises questions in my mind about Safari's security.
Any thoughts/ideas will be very much appreciated.

Cookies are necessary for some things like staying logged on in this page or other fora. However, if you use Firefox, try the add-on Cookie Monster where you can select which pages can set cookies, set it to delete whichever cookies you want, et cetera.

For Safari, try Safari Cookies.
