ADC 10.1 CD's

I got the november ADC software and i was looking through the disks and had a question. There are 2 10.1 CD's. Ones a user install the other in the tier 2 cd.

What is the difference between the cd's?

What are the different tiers as well?
How many tiers are there?

It just seems odd that there are more than one copy of 10.1. One thing i did notice was that i didnt get a sopy of 9.2.1 in english. I got like 8 other languages, but no english. Whats up with that?
 
Figured it out:

Tier 1: English and all other major languages
Tier 2: All the other languages supported

User install is tier 1, tier 2 is the other languages.

9.2.1 English supposedly came in octobers mailing, but i dont think i got it. Does anyone know if you can request it if you didnt get it? Thanks
 
9.2.1 English came with the 10.1 update CD. It was in a "System Software" sleeve and contained 3 CD's: 10.1 update (which wasn't labeled as update), 9.21 and 10.1 developer tools.
