Does anyone know of an 'open source' command line utility for converting batches of text files into html documents?

Also, either txt or html to PDF format. Multiple pages in one PDF?

I have a mishmash of text and html documents that I would like to turn into readable format. I would like to be able to take many txt files and convert them into one html source. I believe the easiest way would be to convert them into html individually and then make a toc html? I also have multiple html files that I would like to drop into a single PDF file from the command line?

There are AppleScripts available, I think at AppleScript Central (sorry don't have a link to the site). I do know that one exists to do what you are looking for.
