Ok I realize the new apple display is $1299 (and up) for the 20 inch model...but...for $1299, you can get a 17 inch version...plus a whole 1.6ghz G5 computer....this making sense?

I think that's always been the case.

i.e. For the price of the display you could get a whole iMac (or a couple of eMacs).

P.S. However, I'm pretty sure you can't use the iMac as a second display for a Powerbook (which is a real pity)
 
One reason is it's not the same display...in other words, not the same TFT unit as in the Cinema line.

Plus, it's in an anodised aluminium casing.

Plus, there simply wouldn't be as much demand for the cinema displays (they belong with a PowerMac or as a second display to a Powerbook) - they're for the professional market (or for those fortunate enough to have that kind of money).
