App keeps coming back..?

i had purchased a weather app.. but when i downloaded the app it would freeze
and say ..loading but it never loaded...i thought i deleted it on my iphone when
i had to restore my iphone... but now if i buy something from my... itunes app
it askes me for my itunes password..the weather app i thought was gone comes
back... even tho on devices when im syncing my iphone shows its unchecked...
so how can i keep it from coming back everytime i use itunes app on my iphone??....iphone4... version 4.3.5..... Mac OS X version 10.6.8... i sure hope
someone can help me get rid of the app for good... Thanks...

Delete the app on your phone AND on iTunes, then sync.

i did that...on my iphone and itunes... but when i buy a song on my itunes app on my iphone... it asks for my password.. then the APP .. returns....right now the app is gone..
but if i bought a song... it asks for my password... back comes the APP...Help!!!!.. thanks
