I guess he means ResExcellence he's just a little mixed up by regedit.com a site for tweak some windows features/bugs, very handy if you want VPC to run fine....

No they dont make ResEdit. Apple makes ResEdit. It was the equivalent to some of the Developer Tools on OS9.

You can take a snapshot of ResExcellence's page and crop the lines yourself IMO.

It's simple to make a texture like that. Make a 1px wide by 2px tall image. Select a light grey (#CCCCCC or below) and fill the upper pixel with that color.
