How do i tell if a power mac is Dual Processor without opening the machine?
is it in the System profile??

Yep, it's also in the Apple System Profiler, but the easiest way to chect is to choose 'About This Mac' from the Apple menu. If it has '2 X' before the processor type/speed, it's a dual processor. Apple System Profiler has more detailed info about L2 and L3 cache speeds and sizes.

OS 9 you're going to have to go into the system profiler. If you are using an iMac you don't have a dual processor though (that's what your sig says there so I dunno if that's what you were referring to or not).

No its not my iMac, I wanted to check out a couple of machines at work but without opening them up.
So in OS9 it still has 2X in front of the processor speed?

In OS 9 it won't tell you anything about processor speed by going to the Apple and then About this Mac. You will have to open the system profiler (if you can't find it search for it through sherlock) and then it'll have everything that you could possibly want to know in there.
