bband: slow response fast download 10.4

I have been using NTLWORLD as my ISP for a long time, with various macs. My latest is a mini (intel) and it is normally quite nippy when doing virtually anything. However, I have now got a fast broadband connection (measured download speeds 3 to 4 Meg) but the actual response time (whilst it tells me it is 'looking up' a URL) is still incredibly slow. I don't think it is actually worse since the change - it just shows up more.Once the URL is contacted, pages are drawn incredibly swiftly and downloads are also very quick.
I have a tatty PC laptop which does much better through the same router. Both are wired connections.
It happens with Safari or Firefox and I am using 10.4.8 with up to date upgrades.
The router is a Belkin Wireless G.
I have looked in all the preferences etc. but can't see any obviously wrong settings.
People talk darkly about the differences between mac and pc comms and 'compatibility' issues but even my non tech daughter manages to bluff her way through such things usually and gets results. I can't be the only one with this problem. How do other people deal with it?
The NTL man was round fixing my TV feed and seemed genuinely surprised by my problem.
 
Sounds like a DNS lookup problem, generally speaking. Make sure that you don't have any P2P software running in the background, i.e. you're just logged in when testing and have only Safari or Firefox opened up.
