Beginner needs help with Airport Express/D-link 300T

As a beginner I am trying to set up a D-link modem with Airport Express. Tiscali uk is the service provider. I have a G4 17" powerbook that was bought in the US and am running OS X 10.3.9
In my system profiler the Airport card information reads:
Wireless card type: Airport Extreme
Wireless card Locale: USA
Wireless card Firmware version: 400.17 (3.90.34.0.p11)
Current Wireless Network: wireless network not available
When I go to Airport setup assistant is says no new networks found...no matter how many times I scan. The Express is switched on, the green light is showing and the computer is in range of the base station. Please please can you help?
 
What about security on your base station? Is it only allowing access from certain mac addresses? If so, then you must put in the mac address of wire wifi card into the base station to allow you access..
 
When I set up a D-Link300T with Airport Extreme Base Station I had problems. The firmware for the base station was v5.6. On advice, I downgraded to v5.5.1 and all was well, after a reset of the base station.

I don't know if something similar could be happening to you?

I used Airport Admin Utility from a wired LAN/WAN(?) connector to do the "downgrade".
 
After a factory reset and an upgrade to firmware 6.1.1, it's all working perfectly...touch wood. Many many thanks for your help.
