Something about labels show up! But what i'm not sure. And badges on minimized windows.

The way I read that is:

The label (name of app or folder) can now be place either below the icon or to the side of the icon.

I don't think it the color labels like in OS 9...

Definitely name labels. More interestingly, minimized windows (in the Dock) show a small version of the respective application icon to the lower right.
