Black outline around selected items

Something has happened to my mac. There's a black outline around each selected items whenever I click on something throughout the softwares, desktop, anywhere I go in my system including all softwares such as photoshop, quark, etc. This is very weird. Also, under the "apple" icon on the top left, I have more than one "shut down, force quit, restart" buttons. I don't know if I had pressed something or activated something by accident, but this isn't going away and it's very annoying. I don't know if it's a virus. Can anyone help, please?
 
Sounds like there's an option that was enabled in Universal Access (located in System Preferences) causing the block boxes around the icons. It should be an option for the visually impaired that might be enabled.
