Can not boot OS 9 from hdd or cd

I have a G4 450 GE, no matter what I have tried I can not boot from any or 3 MAC OS 9 restore cd's nor can I boot OS 9 that is installed. I borrowed the cd's from work. This mac was purchased from a friend a long time ago with no cd's. All I get is the folder flashing ?

I can however boot from OS X cd's and OS X that is installed. I had a friend install OS 9 on a drive for me and put in mine and it will not boot. I have zapped pram many times, used the reset button by the PCI slots and even booted with cmd+opt+o+p and reset nvram and all.

At one time I had OS 9 on here.
 
A couple thoughts:

You can't boot from a "restore" CD that didn't come with you
particular Mac model.

I suspect your friend's OS9 on HD was incompatible with your G4.

If, when you installed OSX, you formatted the HD first -- I suspect
you didn't check the block saying to include OS9 HD drivers. You'll
never get OS9 to work on that machine without starting from scratch.

Have you applied the firmware update for that G4? A tad hard to do
without being able to boot into OS9.

I suggest you get a RETAIL OS9 install CD. It'll work as a boot disc.
Apply the firmware update when booted from that CD. Then try to
install 9. If that doesn't work, your HD doesn't have the needed drivers.

Then back up everything you're fond of on the HD. Install OSX from
scratch -- first erasing the HD and installing the OS9 drivers. OS9
should install at that point. Then upgrade in place to 9.2.2.

Re-evaluate the "good friend" status of the seller. He was legally
obligated to include the original software. Not to mention it'd have
been friendly. He's causing you trouble.
 
I just installed OS X on this drive yesterday so there is nothing to back up. The older OS X install that I had been using for along time in on another drive that is sitting on my desk.

My friends G4 is the first AGP model, mine is the Gig E model. I really didn't think the OS 9 cd's where that diffrent between these models.

The firmware should be upto date. I remember installing it just before I formated and put OS 10.2 on when it came out.

I don't have a retail OS 9 cd, I will see if I can find one.
