Cannot Insert Photograph in Entourage

I cannot find a way to activate the Insert Photo feature in Entourage. I use this function on various computers at work so I know it is possible. I would like to have this feature on my Mac Pro here at Home.

It is not "Insert Photo," it is Message/Insert>Picture.... I find that it does not "activate" until I begin typing the message.
