Can't bring up Account's control panel in Tiger

Anybody else have this issue?

I did an archive and install going from Panther to Tiger. I can't load the accounts control panel. Clicking on the icon just shows a blank panel. Clicking Show All brings me back to the main System Prefs window, so the I know the application isn't hung.

Any suggestions on how to fix?

btw, my other control panels seem to work fine.
