Can't even install MAC os X

A friend of mine just got a new 15" powerbook, I myself have an "old" one and never had problems installing anything on it, Anyway, as soon as he turns it on the computer asks for the install disk, he puts it in, and then the computer spits it out. We v tried ton restart the computer while pressing C.....nothing, it still doesnt like it.
what should we do, we v tried calling the mac helpline and got put on hold for 16 minutes and then decided to give up.
please help
 
Return the machine as "dead on arrival" and get a new one. Might be the optical drive and/or the installation CD.
 
A new machine should not ask for the install disk. Something is seriously wrong. Immediately call the place it was ordered from and demand a new shipment - and they should pay for the return of the 'dead' one.

Just to clarify, my brand new iMac did the same thing. It came with 10.2.7 installed and the set-up assistant was set to upgrade to 10.3 as the very first thing - no welcome, no putting in your username, just the Panther logo and "Please insert Mac OS X Install Disk 1". I didn't actually go through with the process though as I thought that would be a good time to partition my hard drive.
 
None of the new macs I've purchased or set up have ever asked for the mac cd. That's very strange. And, of course, I concur, send it back.
 
mine actually did ask - the ibook. but that was bought in italy, and i had to choose myself what to install .. that wasn't a ready install. (powerbook instead had ready installed everything i didn/t want it to have). :-/
