cds and dvds don't show up on the desktop

I have an eMac purchased in 2003, w/a combo-drive and running OS 10.2 (I think it might have been my OS, but I was unable to download the system profiler).

when I insert some cds and dvds, they don't show up on the desktop, though most do appear. And sometimes, even when it doesn't, I try inserting the disc in a few times, it will show up.

I have tried cleaning the lens and it makes no difference.

Something that may or may not be related is that most of the time when I boot up the computer, it doesn't register the combo-drive. But if I restart the computer, it always does.

Is this a problem w/the drive or something else?

Is it always the same disks that do not mount? Are these burned disks? If so, some windows-burned disks may cause problems.
If disks randomly don't mount, it's probably a shot drive.
 
There are some discs that always fail to mount, but w/others it happens appearantly at random. And all of the discs are originals.
