chown not working

I have a firewire drive and what i wanted to do is create a Users directory and under it create directories for some users and have those directories owned by the users and also have the normal permissions apply.

But chown does not work; chmod does not seem to work either. I can create a folder with one user and deleted it from another user. It seems to be much like old Mac OS 9 days.

I am running 10.2.6 server and the drive is formatted with HFS+.

Any ideas?

do a get info from finder and check under permissions that "ignore permissions" is not checked
 
Yes that was the problem, Thank you. But now I have another question.

How can i set this so that the normal user can not change it without an admin password?
