Composing in Mail: Bold/Italic Grayed Out

Recently (but before this week's security update) I have found the options for Bold and Italic under Styles in the Format menu of Mail to be always grayed out, whether or not I have selected any text. Previously I had often had problems getting Bold or Italic applied to selected text, even when these options appeared correctly, but now I am completely at a loss. Have trashed the Mail plist, repaired permissions, sacrificed a small chicken, all to no avail thus far.

Please, what ever can I do to recover the use of Bold and Italic?
